The Allegations

Troy Pannell, known for officiating 219 AFL games between 2005 and 2018, is now under scrutiny for allegedly embezzling $8.7 million from SeaRoad Shipping over a decade. The scheme involved authorizing payments to a company named Independent Container Surveyors & Assessors (ICSA) for fictitious container repairs, with each invoice ranging from $800 to $900. Pannell was reportedly the sole director and shareholder of ICSA during this period.

The fraud came to light when SeaRoad’s finance manager noticed that ICSA was not registered for GST, prompting further investigation. SeaRoad claims that ICSA performed no actual repair work and that Pannell exploited his authority to approve purchase orders up to $5,000.
